Emergency Management Director - Smith County

POSITION SUMMARY:

Under the general supervision of the Board of County Commissioners, this non-exempt position is responsible for planning, directing, managing and coordinating a public service department to include budgeting, supervising, complying with federal, state and local regulations, policies and procedures, planning for short-term and long-term objectives, fostering department and community cooperation within the County while delivering the highest level of customer service.

ESSENTIAL FUNCTIONS:

  • Prepares and completes reports on a weekly, monthly, annual basis.
  • Develops short-term and long-term goals for department and/or organization.
  • Consults with, and advises, the Board of County Commissioners on matters relating to department operations.
  • Develops and oversees department budget including income and expenses, in cooperation with others.
  • Purchases necessary equipment and supplies for the department.
  • Researches the type of equipment or services to purchase or programs to support, and contracts to undertake; prepares request for proposals and bid specifications; determines cost alternatives with pros and cons and provides recommendations to Board of County Commissioners; prepares or reviews plans and specifications for supplies, services, and contracts.
  • Oversees vehicle maintenance program.
  • Defines and monitors performance, productivity, and compliance of subordinates with departmental missions, goals, objectives, policies, and procedures to ensure all work meets the required expectations.
  • Conducts research and collects information on operation and administrative problems and issues; develops improved procedures, methods, and systems of operation and monitors implementation thereof.
  • The ability to work cooperatively with other governmental, service, non-profit and private sector agencies and the public at large.
  • Takes command and directs emergency operations for the County in a state of emergency or major incidents.
  • Develops and implements department policies and procedures.
  • Monitors state and federal regulations and assures department compliance.
  • Coordinates service delivery in the deployment of equipment working with other public safety organizations, hospitals, and community resources.
  • Develop and maintain the Local Emergency Operations Plan (LEOP) to state standards, outlining the roles and responsibilities of government and supporting groups under various emergency contingencies by coordinating the planning of all departments, agencies, and organizations having an emergency mission responsibility or capability. This includes the distribution of the LEOP and education of all involved in their primary duties and responsibilities.
  • Develop a Planning, Exercise and Training (PET) program and a 3-year calendar to allow key local officials opportunities to practice directing coordinated operations under simulated emergency conditions.
  • Oversees billing services and accounts receivable for the department.
  • Provides guidance to schools, private organizations and community centers in selecting the best protective areas within existing structures.
  • Works closely with local, regional, state and federal agencies including NOAA, Homeland Security, fire districts, police and law enforcement, EMS, schools, nursing homes, hospitals, and other public and private agencies to prepare response plans, operate emergency procedures, and remain in compliance with rules and regulations.
  • Prepares studies and generates reports on program development and activities.
  • Develop an Emergency Operations Center that incorporates internal procedures and staffing requirements to permit key executives to direct the coordinated emergency response of the local governmental departments and support groups.
  • Meets with public officials regarding activities and services offered.
  • Coordinate with industry to identify chemical hazards and to develop industrial emergency plans and response capabilities through the county’s Local Emergency Planning Committee.
  • Assists with development of emergency preparedness programs for County employees and public.
  • Performs general public relations work.
  • Works to improve customer service.
  • Works with other departments to ensure efficient and effective service delivery.
QUALIFICATIONS:

This position is subject to call out 24 hours a day, overtime, and extended hours when necessary.

CERTIFICATIONS, LICENSES, REGISTRATIONS:
· Continuing education required.
· Valid Driver’s license.
· Kansas Certified Emergency Manager certification.

REQUIRED EDUCATION and/or EXPERIENCE:
Bachelor's degree from four-year college or university; or four to five years related experience and/or training; or equivalent combination of education and experience.

The incumbent must have the formal education and/or experience in occupations that demostrate the individuals’ ability to manage the entire emergency management program of Smith County

PREFERRED EDUCATION and/or EXPERIENCE:
Four to five years related experience and/or training; or equivalent combination of education and experience.

Significant previous experience in emergency operations is desired along with completion or willingness to complete the training programs prescribed by state and federal emergency management authorities. It is expected that within two years of employment, the candidate will become a Kansas Emergency Management Agency certified emergency manager at the basic level and is encouraged to seek advanced training and certification.

Job Type: Full-time

Pay: $37,000.00 - $45,000.00 per year
