Deputy Emergency Mgmt Director - Douglas County

Douglas County (KS) is accepting applications for the Deputy Emergency Management Director.  The position requires knowledge and experience in the following areas:  development, implementation, and management of an all-hazards emergency management program.

Essential Functions:
-Public education program to train and educate the community on all hazards mitigation, preparedness, response, and recovery;
-Assists with the preparation and maintenance of all emergency plans;
- Prepares correspondence, reports and other materials; assists with the accounting of budget and grant monies;
- Supervises and coordinates the activities of three volunteer groups, including recruiting, training, and reviewing their work;
-Regularly attendance at the Local Emergency Planning Committee (LEPC) and other meetings;
-Coordinates and delivers training exercises to include community outreach education;
-Ensures the operational readiness of the Emergency Management Operation Centers and maintenance to include testing of County-wide warning and notification systems;
-Provides support services to first responding agencies;
-Ensures there is Duty Officer coverage outside of normal work hours and is on call one week per month;
-Assists with damage assessment and reporting to federal and state agencies following disasters;

Successful candidates must possess strong leadership, interpersonal and communication skills. Bachelor’s degree or four years of administrative work experience in emergency management or public administration at the local, state, or federal level with associated supervisory experience or any equivalent combination of experience and education that provides sufficient skills in managing programs and personnel. Valid Kansas driver’s license. Possess or obtain the Kansas Certified Emergency Manager (KCEM) certification within 24 months of employment and maintain certification through the Kansas Emergency Management Association & successfully pass criminal background check and drug screening.

Salary range is $66,664 - $98,384. Starting salary will depend on experience. Douglas County offers excellent benefits that include:

-Public Service Loan Forgiveness (PSLF): As a Douglas County employee, your employment may count toward eligibility requirements for student loan forgiveness under the Public Service Loan Forgiveness program
